Probably because unlike ethanol, there isn't enough money from solar-energy lobbyists to finance election campaigns. It's just as well because subsidies only serve to perpetuate inefficiency and waste, and inflate the prices of the items being subsidized. Back in the 1970s the Canadian government subsidized home insulation and the first thing to happen was that the price of insulating a home increased by the amount of the government rebates that were handed out.
